New System Introduced to Facilitate Fruit and Vegetable Exports

A historic step has been taken to bring our national products to global markets, fully support exporting entrepreneurs, and eliminate excessive bureaucratic barriers in the sector. A modern system is being implemented in Uzbekistan to fundamentally simplify phytosanitary procedures and elevate the export of fruits, vegetables, and food products to a new level.

By the head of our state, a move to boost the development of the sector, Resolution No. PQ-193 'On additional measures to simplify phytosanitary procedures and improve the processes of exporting fruits, vegetables, and food products' was adopted. With this document, digital technologies, an institute of public inspectors, and modern agrologistics centers will be actively integrated into phytosanitary control.

60 billion UZS in entrepreneur funds will be saved

This resolution can be called a true gift for our local exporters. According to the new regulation, the excessive costs associated with entrepreneurs storing their cargo in customs and quarantine warehouses for inspection will be reduced by up to 60 billion UZS. These funds will remain with business representatives, serving to further expand their activities.

Additionally, the processes for inspecting and clearing imported goods with a medium phytosanitary risk level will be accelerated. While this previously required an average of 3 working days, this period will now be reduced to 1 working day. This prevents the loss of time and money.

Smart selection system and 'Single Window'

Starting from August 1, 2026, in order to limit the human factor in the sector, a special automated selection mechanism based on risk management will be implemented for phytosanitary control of quarantine products.

This system works as follows:

  • Data E-Fitouz electronic portal is generated in digital form via;

  • The portal will be directly connected (integrated) with the State Customs Committee's popular 'Single Window' information system .

As a result, the risk of corruption will disappear, and transparency will be fully ensured. Furthermore, starting from August of this year, the innovation will be introduced as a pilot project in certain districts specializing in fruit and vegetable cultivation. According to it, to monitor the chain of products from the field to the export customs, the activities of public inspectors will be established.

A new era begins from 2029

A long-term strategic plan has also been set to elevate our country's export potential to a qualitatively new level. In accordance with the resolution, starting from January 1, 2029, the export of fruit and vegetable products from Uzbekistan abroad will be carried out only through special agrologistics centers .

In such centers, product sorting, packaging, calibration, and certification based on international standards will be performed in one place. This creates a foundation for the sweet fruits grown on Uzbek soil to find their buyers in world markets faster and be sold at higher prices.

In your opinion, to what extent will the full digitalization of the phytosanitary system and the involvement of public inspectors align the quality of our agricultural products with international market requirements?
