Russia to limit SIM card contract cancellation period

The Russian government plans to set a minimum period for canceling communication service contracts as part of the fight against cyber fraud. According to Deputy Prime Minister Dmitry Grigorenko, this measure will prevent scammers from quickly disposing of the numbers used for their crimes. This is reported by Ixbt.com reports .
According to the new rule, a contract for communication services can only be canceled 90 days after it has been formalized. This period is expected to facilitate the process of identifying fraud cases and tracking the perpetrators. Grigorenko called this measure an important point included in the second package of anti-cyber fraud efforts.
At the same time, the bill also takes into account the rights of ordinary users. Telecom operators will be required to stop charging fees as soon as a subscriber decides to opt out of the service. Therefore, the government representative emphasized that no additional restrictions or financial burdens will arise for ordinary citizens.
The first package of measures against cyber fraud was adopted in the spring of 2025. This bill, which includes more than 30 different measures, is aimed at complicating fraud schemes and ensuring digital security.
