Law on Sanitary and Phytosanitary Measures Discussed

At the plenary session, the law “On introducing amendments and addenda to certain legislative acts of the Republic of Uzbekistan aimed at aligning national legislation with the WTO Agreement on the Application of Sanitary and Phytosanitary Measures” was reviewed. This document was developed to harmonize national legislation with international standards during Uzbekistan's WTO accession process. This is reported by Uzdaily.uz reports .
The law aligns key concepts in the “Law on Plant Quarantine” with the glossary of phytosanitary terms approved under the International Convention. Furthermore, the powers of the Plant Quarantine and Protection Agency are being expanded, tasking it with risk analysis, automation of control, and the development of disinfestation methods.
Simultaneously, amendments are being made to the laws “On State Duty” and “On Licensing, Permitting, and Notification Procedures.” Accordingly, the procedure for issuing licenses to legal entities for phytosanitary disinfestation, the amount of state duty, and penalties for violations are being established.
Senators emphasized that the adoption of this law will serve to align national legislation with international standards, improve the phytosanitary sector, and ensure the unhindered circulation of products in international trade. Following the discussions, the law was approved by the senators.
