Illegal swimming pool discovered inside an apartment building in Navoi

In the Navoi region, it was discovered that a swimming pool had been built without authorization on the ground floor of an apartment building. This was reported by the Inspection for Control in the Sphere of Construction and Housing and Communal Services.
It is reported that inspection officers conducted a control event in the city of Zarafshan to assess the technical condition of apartment buildings. During the inspection, an unusual and dangerous situation was uncovered in an apartment building located in the city's 12th micro-district.
It was determined that the owner of an apartment on the ground floor had built a swimming pool in their unit without any permits. Furthermore, it was revealed that they had illegally occupied a portion of the basement and created a private passage from their apartment to the basement.
Experts emphasize that such unauthorized construction work can negatively affect the structural integrity of the apartment building. In particular, any illegal modifications to the ground floor and basement areas threaten the safety of the entire building.
In apartment buildings, every wall, support element, basement, and technical area is part of the common structure. Modifying, digging, creating passages, or building heavy structures without permission can lead to cracks, weaken the technical condition, and pose a threat to resident safety.
In this case, experts also noted the possibility that the illegal construction work poses a risk to the building's technical stability. Simply put, an apartment building is not a private courtyard — one person's decision can affect the safety of the entire entrance or building.
Regarding the incident, a fine amounting to 50 times the base calculation amount (BHM) was imposed on the offender. Additionally, a mandatory order was issued to restore the apartment to its original state.
In short, this incident in Zarafshan once again demonstrated how dangerous unauthorized construction in apartment buildings can be. An apartment may be private property, but building safety is a collective responsibility. A pool is fine, but building one on the ground floor of an apartment building with a 'do-as-I-please' attitude is a dangerous experiment.
