The Law (No. ZURQ-1043, 04.03.2025) introduced amendments and additions to the Law "On the Exchange of Credit Information".
According to the Law, the Register of Persons Prohibited from Concluding Credit Transactions is a single database maintained by credit bureaus, containing information on individuals prohibited from concluding credit transactions.
The Central Bank determines the procedure for maintaining a coordinated register of such persons by credit bureaus.
It was also determined that the minimum authorized capital of a credit bureau should be 2 billion soums.
The Central Bank applies measures and sanctions to credit bureaus for the following violations:
🔹Failure to comply with the requirements of the legislation on the exchange of credit information and regulating the activities of credit bureaus;
🔹Violation of the rights of consumers of credit bureau services;
🔹Detecting the fact that a license was obtained using forged documents.
The Central Bank has the right to issue mandatory instructions to eliminate these violations and impose a fine of up to 5 thousand times the minimum wage.
In addition, an individual may, in order to prevent the execution of a credit transaction without his participation or knowledge, prohibit the conclusion of a credit transaction with him by submitting an application to the credit bureau.
Prohibition of the conclusion of a credit transaction or lifting such a ban is carried out voluntarily.
