The process of admission to higher educational institutions in Uzbekistan is continuously improving, and new approaches are being implemented each year. The year 2025 is no exception. Important questions for applicants and their parents — when do exams start? What is the admission procedure? What are the updates? — were answered by officials from the SEC and the Ministry of Higher Education via an official broadcast. This article provides detailed information about these responses and the major changes for 2025.

Admission Process: Switched to a Two-Stage System
In 2025, according to Presidential Decree No. 81, a “first test, then major selection” system was introduced. This allows applicants to take the test first and then choose their field of study based on their results.

From June 5 to June 25 — first stage: applicants choose test subjects, language, and region.

Second stage — 15 days are given to select the field of study. In total, applicants have more time than before.

Online Registration: Deadline — June 25, 23:59
As of June 24, more than 615,000 applicants have registered. This is slightly less than last year, but registration is still ongoing. Registration is done via the my.dtm.uz website. Reminder: payment can also be made online.

Issues with IELTS Certificates: What Should Applicants Do?
In 2025, technical issues with IELTS results caused concern among many young people. The British Council and IDP temporarily suspended the results of the June 7 test and sent them for review to Cambridge English.

According to SEC representative Jamshid Odilov, it is still unclear when the process will be completed. However, the registration period will not change. Applicants without an IELTS certificate cannot choose a foreign language as their first subject, meaning they must take the test.

Is an Attestat or Diploma Required? — No!
At this stage of the admission process, the original attestat or diploma is not required. The applicant registers, takes the test, and only submits the original documents after receiving a recommendation for admission. So, there is no need to worry about delays for now.

Can 10th Grade Students Participate in the Exam?
According to the law, those who have not received an attestat (10th-grade students) cannot participate in the exam. This requirement is strict. However, diagnostic tests will be organized for those who want to test their knowledge.

Distance Education Replaces External Form
Starting from the 2025/2026 academic year, external (correspondence) education has been canceled. It will be replaced by distance, evening, and part-time education. Currently, 21 universities offer distance learning, and its coverage is expected to expand this year.

Registration for Master’s and Second Specialization: July 1–30
After the undergraduate exams, registration for master’s and second specialization programs will take place from July 1 to July 30. A foreign language certificate is required only for the master’s program.

When Will the Exams Begin?
This year, the exams are expected to be held from July 14 to July 25. These dates may be similar to 2024, as at least 20 days of preparation are required. After the dates are officially announced, exam permits will be available in personal accounts.

Where Will the Exams Take Place?
This year, 90 buildings have been designated for exams, including reserve locations. The final number of buildings will depend on the number of registered applicants. The exam permit will indicate the location, date, and shift.

Reminders and Tips:
1. Even if you have an IELTS or other international certificate, if it’s not uploaded during registration — it won’t be considered;
2. Applicants must clearly specify their test subjects and language during registration;
3. The option to choose a field of study is only available in the second stage;
4. A delayed diploma or attestat does not affect admission — but it must be submitted after the test;
5 If document forgery or false information is detected, registration will be canceled.
