The new decision by the Central Bank will transform the financial market

The Central Bank of Uzbekistan has introduced new regulations regarding the issuance and circulation of bank cards. Now, teenagers can open bank accounts independently, and self-employed individuals are granted access to new banking products.

Experts have commented on the potential impact of these updates on the market. According to Ulugbek Tavakkalov, Deputy Chairman of Kapitalbank, the issuance and usage of bank cards remain one of the key trends in the financial industry.

The new regulations aim to simplify processes and expand distribution channels. Within the framework of these new rules, the concepts of “business card” and “social bank card” have been formally introduced.

Business cards will now not only be available for individual entrepreneurs and legal entities but also for self-employed citizens. This enhancement will allow them to manage funds received from their professional activities more effectively.

Bahrom Numanov, a member of the Apex Bank Supervisory Board, stated that special attention is being given to the self-employed segment. Currently, millions of citizens in the country fall under this category.

The introduction of new specialized cards is expected to eliminate complexities in transactions and provide additional conveniences for this segment. Teenagers aged 14 to 18 will be able to open bank accounts independently.

For children under 14, cards will be issued based on applications submitted by their parents or legal guardians. This measure not only adds convenience but also contributes to improving financial literacy in society.

Additionally, new technology-based cards without names or surnames are now available. This option is of significant importance concerning security and logistical efficiency.

The cards will only become functional after being activated by customers themselves through the mobile application. According to Ulugbek Tavakkalov, these new regulations are expected to improve service delivery in remote areas and expand financial access for the population.

Bahrom Numanov highlighted that the new card system also addresses risks associated with delivering active cards. Specialists note that the market is fully prepared for the implementation of these new rules.

In Numanov’s opinion, Uzbekistan is one of the leading countries among CIS states in terms of a digital banking system. As of November 1, 2025, there are 65 million bank cards in circulation in Uzbekistan, which is 10 million more compared to the previous year.
