New code of conduct approved for Tashkent City Administration staff

New service conduct rules have been approved for employees of the Tashkent City Administration and its subordinate organizations. This regulation aims to govern the behavior of civil servants not only during working hours but also in their private lives based on specific standards.

The primary goal of the new code is to strengthen discipline, responsibility, transparency, and public trust in the activities of civil servants. An employee working in an administration or state agency influences the reputation of the state body not only through their position but also through their behavior, communication, and personal example.

According to the rules, employees are prohibited from participating in gambling, including online gambling. This requirement is intended to protect the personal reputation, financial discipline, and professional standing of the civil servant, as such habits can lead to risky influences, debt, or corruption-prone situations.

Furthermore, civil servants are forbidden from engaging in entrepreneurial activities and accepting gifts. Such restrictions are essential to prevent conflicts of interest and ensure that official decisions are not influenced by personal gain. Simply put, an official's duty is to serve the public interest, not to conduct business.

The new order also prohibits the use of service resources for personal purposes. Specifically, service vehicles, identification cards, or other official privileges must not be used for an employee's private affairs. This requires a responsible attitude toward state property and authority.

The code also addresses the appearance and behavior of employees in public places. Actions that damage the reputation of state bodies, rude behavior, conduct that annoys others, and inappropriate appearance are prohibited. This is not just about clothing, but about the culture befitting a civil servant.

Clear requirements have also been set for interactions with citizens. Employees must not be rude when receiving visitors, must not keep people waiting without cause, and must approach inquiries with responsibility. Citizens come to state agencies with problems, and they should not be burdened with additional ones.

The procedure for making statements to the media and the public is also being tightened. Official statements will now be made only by authorized persons. Unauthorized disclosure of service information is strictly limited. This is necessary to ensure information security and adherence to a unified information policy.

Compliance with these standards will be monitored by a special Ethics Commission. If an employee is incited to corruption, offered a bribe, or faces similar situations, they must report it immediately. This requirement serves to strengthen integrity and transparency in the civil service.

In short, the new code of conduct introduced in the Tashkent administration requires employees not only to perform their duties but also to embody the culture, responsibility, and integrity befitting a civil servant. The “I can do what I want after work” approach is no longer acceptable. Civil service is a 24/7 matter of trust.
