It is planned to reduce state expenditures by 40%


The government of Uzbekistan has launched a comprehensive program aimed at increasing economic efficiency. Within the framework of this program, the main goal has been set to reduce the cost price of products by 40% in the transport, industry, and construction sectors.

President Shavkat Mirziyoyev has issued instructions to transform state and sector enterprises and to ensure their full capacity operation. According to Ilhom Norqulov, First Deputy Minister of Economy and Finance, international experts will be involved to fulfill this task and special attention will be paid to activities to attract investments.

These measures, positively assessed by international financial institutions, are being carried out against the background of forecasts of 7% GDP growth. The government intends to maintain this growth rate until 2026.

The transport sector is under special focus. The Accounts Chamber and the Committee for the Development of Competition have been tasked, by August 1, 2026, to study the activities of dominant entities in the aviation market, including all airports with natural monopolies and air carriers with more than 50% state share.

These inspections have begun due to concerns over high airline ticket prices and low efficiency in the sector. These reforms are part of a strategy aimed at reducing the state’s share in the economy and increasing the country’s investment attractiveness.

The modernization and technological renewal of enterprises, as well as cost reduction and increasing the competitiveness of Uzbek products, are considered key factors. Under the state’s strategy of reducing its participation in the economy, the “Yellow Pages” principle has been introduced in Uzbekistan.

According to this principle, if there are at least five private companies successfully operating in a sector, the establishment of new state enterprises in that sector is prohibited.
