Registering smartphones in the IMEI database will be free in Russia

The Russian Ministry of Digital Development does not plan to charge for registering smartphones and other devices in a unified IMEI database as part of its second package of measures to combat cyber fraud. The ministry stated that no fees will be collected from citizens or importers, but the idea of creating a centralized database of unique device identifiers remains in effect. This is reported by Ixbt.com reports.
This initiative is currently being discussed as a draft law and has passed its first reading. Although the final version of the document has not yet been formed, the regulatory parameters regarding the control of devices on telecom operator networks may change significantly before the second reading.
According to telecommunications market experts, the main goal of the project is not to raise funds, but to form a unified database that allows for better tracking of SIM card usage and combating fraud. This system will serve to restrict the use of stolen or illegally imported devices.
Scenarios for further tightening the rules in the future are being considered, including the partial restriction or complete blocking of unregistered or "gray" devices on operator networks. A mechanism to link a SIM card to a specific IMEI code, where the card would not work in other hardware, is also being discussed.
