How does Russia's Rassvet satellite system differ from Starlink?

The "Rassvet" satellite constellation, being developed by the Russian company "Byuro 1440", is not a copy of the Starlink system, but an independent platform created for the country's digital economy. Alexey Shelobkov, CEO of "Iks Holding" and "Byuro 1440", emphasized that the project is being developed to ensure technological independence without copying foreign solutions. The project is based on 5G NTN architecture, which allows taking communication quality to a new level compared to traditional satellite systems. While Starlink is primarily focused on mass internet services, "Rassvet" is designed primarily as an industrial platform for transport, industry, and telecommunications operators.
At the end of March this year, "Byuro 1440" successfully launched its first 16 satellites into low orbit. These devices are equipped with 5G NTN communication, laser inter-satellite communication terminals, and plasma propulsion units, marking the first practical step toward forming Russia's low-orbit constellation.
