Senate of the Oliy Majlis expands the powers of local Councils

At the plenary session of the Senate of the Oliy Majlis, a draft law on amendments and additions to the Law of the Republic of Uzbekistan “On Local State Authority” was reviewed. Realizing popular sovereignty in the New Uzbekistan and increasing the role of local representative bodies in public administration have been set as priority directions for reforms. The new law provides for the systematic organization of the activities of local Councils and the strengthening of parliamentary control over the executive branch. In particular, the institution of Deputy Chairman of the Council is being introduced in local Councils of People's Deputies. The holder of this position will lead the Council secretariat and ensure the independence of the apparatus from local executive authorities.
Furthermore, to ensure the continuity of local Council activities, a Council Presidium is being established. The Presidium will include the Council Chairman, their deputy, chairmen of standing committees, and heads of political party groups. This body will perform the task of effectively coordinating work between sessions.
Another important innovation is the introduction of the “Council Hour” institution. Deputies will now have the opportunity to hear from heads of local state bodies and organizations and receive prompt responses regarding urgent issues affecting the population. Senate members approved the document, emphasizing that this law will serve as an important legal basis for ensuring democratic balance in the local government system.
