Uzbekistan's 2026 State Budget Draft Presented

The draft state budget of Uzbekistan for 2026 has been presented

The Ministry of Economy and Finance announced the draft state budget for 2026. This document was previously approved in the first reading by the Legislative Chamber.

Consolidated budget revenues for the upcoming year are expected to exceed 515.3 trillion soums, while expenditures are projected to total 567 trillion soums. The budget deficit is planned to be set at 59.9 trillion soums, which is less than 3 percent of the gross domestic product.

State budget revenues are forecasted at 369 trillion soums, with expenditures planned to reach 402.4 trillion soums. According to the Ministry of Economy, the state will continue supporting sectors such as education, healthcare, social protection, and security in the coming year.

Plans have been outlined to strengthen social protection for citizens. The Ministry of Economy has also set a $5 billion annual borrowing limit from foreign sources, which is $500 million less than the current year's figure.

Funds obtained from foreign partners are planned to be allocated equally between the budget and investment projects – $2.5 billion each. To avoid jeopardizing the budget, it has been decided to maintain the value limit for new public-private partnership projects related to state obligations at $6.5 billion.

Additionally, regulatory transfers worth 19.7 trillion soums are planned to be allocated from the state treasury to the regions. Moreover, 5 percent of the value-added tax will be directed to the City of Tashkent, while 20 percent will go to the regions and the Republic of Karakalpakstan.
