Urban Renovation Law: New Buildings and Compensation Forms Strengthened

On April 7, at the 14th plenary session of the Senate, the law "On Urban Renovation" was discussed and approved by deputies. The purpose of this document is to modernize the urban environment and transform outdated, seismically dangerous houses into new modern buildings.
The main goal of the law is to clean cities from physically outdated and dangerous housing, and to build modern, comfortable and safe buildings instead. At the same time, it is also planned to modernize engineering and communication networks and introduce new technologies. All renovation processes will be announced to the public through the media and electronic platforms.
It is planned to introduce four different forms of compensation for owners. These compensations can be in the form of new housing, cash payments, or other forms. The type of compensation will be selected based on an agreement between the owner and the renovation directorate. It was also decided to provide each owner with a one-time cash payment of 12 percent of the compensation amount, even for the inconvenience caused to them.
Another important aspect of the law is that the priority of the rights of owners is ensured. All disputes and problems will be directed to protecting the interests of the owner. During the renovation process, special attention will also be paid to segments of the population in need of social protection. It is planned to provide housing with special amenities for people with disabilities.
According to the collected data, the compensated part of the losses is exempt from taxation, which further strengthens the social significance of the new document.
