
High-level negotiations between Ukraine and its Western allies were planned in London. But the meeting failed. The main reason was a sharp disagreement over Crimea.
What does Trump’s plan propose?
According to Axios, The Washington Post, and The New York Times, Donald Trump’s administration offered a “peace plan” as follows:
- Legal recognition of Crimea as Russian territory;
- “De facto” recognition of Russian control over parts of Luhansk, Donetsk, Kherson, and Zaporizhzhia regions occupied since 2022;
- Ukraine promises not to join NATO, but may join the EU;
- Ukraine would receive reconstruction funds and security guarantees.
In Kyiv, the reaction was strongly negative. President Volodymyr Zelensky said:
“Crimea is our land, it belongs to the people of Ukraine. Recognizing it would violate our Constitution.”
What happened to the talks?
On April 22, The Washington Post reported that Europe and Ukraine would face these proposals in London. After Zelensky’s statements, US Secretary of State Marco Rubio decided not to attend.
Later, the foreign ministers of France and Germany — Jean-Noël Barrot and Annalena Baerbock — also cancelled their trips. According to Sky News, this was because Rubio wasn’t attending.
The result — the meeting was postponed, and the peace plan will now be discussed at a lower level.
Ukraine still went to London
The Ukrainian delegation, led by Andriy Sybiha, traveled to London. He held bilateral talks with UK Foreign Secretary David Lammy.
According to Axios, the day before the meeting, Kyiv signaled it wanted to discuss not Trump’s plan, but a 30-day ceasefire — this led to the breakdown of high-level talks.
Trump’s plan — “last chance”
Trump’s team calls this a “final offer.” Marco Rubio said it on April 17, and Vice President J.D. Vance confirmed:
“Either they agree, or the US should leave the talks.”
Vance says both Ukraine and Russia must give up some territories and agree to a “territorial exchange.”
Kremlin wants private talks
