
The Russian Ministry of Industry and Trade has proposed adding new railway border points for the export of ferrous metal scrap to Uzbekistan and Mongolia. The ministry's draft decision has been published on the portal of normative legal acts and may come into force on January 1, 2026.
According to the explanatory note attached to the document, expanding the list of points will increase the efficiency of export logistics, reduce transportation costs, and help balance domestic needs with export opportunities. The document emphasizes that ferrous metal scrap is a key raw material resource for the stable development of the metallurgical industry.
In 2025, a decline in production is observed in the metallurgical sector, which leads to decreased domestic demand and accumulation of ferrous metal scrap in certain regions. Taking market conditions into account, the ministry proposes to review export routes.
