
An important innovation has been implemented in the system of state financial control. The Ministry of Justice officially registered the Regulation "On the Procedure for the Use of the State Audit Software Complex of the Accounts Chamber of Uzbekistan by State Financial Control Bodies and Internal Audit Services." This document will serve to implement financial control processes in the country in a more transparent, orderly, and digitalized manner.
According to the new procedure, the "State Audit" program will ensure the conduct of control and audit processes in a single electronic platform. Now all control (audit) activities will be mandatorily registered in this program and must be coordinated with the Accounts Chamber before being included in the annual plan. This will prevent unnecessary inspections and increase clarity and transparency in activities.
The program also clearly defines which structures have what rights. Including:
• heads of state financial control bodies and state organizations and their deputies - the right of "approval";
• deputy heads and heads of departments - the right of "approval";
• employees of internal audit services and supervisory bodies (up to 2 people) - the right of "operator";
• other employees who are not granted the right of "operator" - the right of "user."
To register in this electronic system, the relevant organizations must submit a special application to the Accounts Chamber. Most importantly, according to the regulation, any audit activity not recorded in the program is now considered illegal.
The new system not only systematizes control work, but also brings national financial reporting closer to modern digital standards. This, in turn, is expected to bring efficiency and accountability in government agencies to a new level.
