Another important step has been taken for the development of football in Uzbekistan. According to the Presidential decree, the privatization of state-owned stadiums and football fields, as well as changing their designated purpose, is strictly prohibited.
The decision, adopted on August 21, requires that the information system of the Cadastre Agency introduce a special restriction preventing the sale or re-designation of football stadiums and fields.
Inventory and entry of data into the electronic system
By the end of 2025, all state-owned stadiums and fields must undergo a full inventory. After that, information about them must be entered into the “National Football Electronic Platform” by July 2026. Stadiums and fields with unknown ownership will also be registered in the state registry and given legal status.
It should be recalled that in early 2024, the attempt to sell the Pakhtakor club along with its stadium caused public outrage. Entrepreneur Jahongir Ortikhojaev then said: “If they give it for free, I’ll take it; if for money, I won’t,” which sparked heated debates.
The “Football Field in Every Mahalla” Program
Another key initiative set out in the decree is the launch of the “Football Field in Every Mahalla” program starting from October 1, 2025.
According to the program:

idle state-owned land plots will be auctioned, with a requirement to build a football field on part of the land, whose purpose cannot be changed for at least 10 years;

the remaining part of the land may be used by the winning entrepreneur in accordance with the law;
-
if the land plot is not sold within three months, its initial price will be gradually reduced by 10%, up to a maximum of 50%, with the option of installment payments for up to three years.
Hokims (local governors) must, by December 2025, develop an address program and approve specific plans for constructing football fields in mahallas.
Other initiatives
Within the framework of the decree, other measures will also be implemented:

Uzbek legionnaire footballers will be allocated land for opening schools and clubs;

ticket buyers for football matches will be required to undergo identification;

the National Football Information System will be launched.
Officials emphasize that these measures will significantly improve football infrastructure and create broader opportunities for the population, especially the youth.
