In Uzbekistan, based on advanced foreign experience, a comprehensive program will be developed to reform the pension system in order to increase the efficiency of the state pension provision system.
It is noted in the 2026 state program approved by the presidential decree that the comprehensive program to be developed by the end of the year will provide for the following:
— reviewing the existing funded pension system;
— introducing effective mechanisms for capitalizing pension funds;
— developing the capital market by introducing mechanisms to efficiently mobilize pension fund resources and direct them to long-term investment;
— establishing a project office under the Ministry of Economy and Finance consisting of international consultants to create a sustainable pension system.
The document provides that by July 2026 it is planned to prepare a draft law предусматривающий that the amount of pension paid to a pensioner after deductions from pensions is not less than the officially established minimum consumer expenses. With this law, amendments will be made to the law “On State Pension Provision of Citizens”, and it will be determined that the amount of monthly deductions cannot exceed 50 percent of the pension, and after applying the deduction, it will not be allowed for the amount of pension paid to the pensioner to be less than the officially established minimum consumer expenses.
Also, by September, a draft regulatory legal document will be prepared to establish the provision of certain state services without applications from the population and business entities (proactively) based on the initiative of authorized bodies. The draft provides for establishing the provision of certain state services on the initiative of authorized bodies.
In particular, for persons who have reached pension age, the funds in their personal funded pension account will be provided without their application. For orphans and students deprived of parental care who have been admitted to study at a state higher education institution, children of families included in the Social Register, and students with disability of group I and II, a referral for admission to a student dormitory will also be provided proactively.
In Uzbekistan, raising the retirement age is also planned. In October 2025, Muradbek Otajonov, the executive director of the Pension Fund under the Ministry of Economy and Finance, said that according to the pension reform project, it is proposed to raise the retirement age for men from 60 to 63, and for women from 55 to 58, with the retirement age increase being implemented step by step — adding half a year each year.
