From October 1, 2025, a number of important changes will take effect in Uzbekistan. These changes cover legislation, road traffic safety, sports infrastructure, the judicial system, customs, and the environmental sphere. They are expected to have a direct impact both on the lives of ordinary citizens and on the functioning of the entire system.
New requirements for mopeds and scooters
From now on, driving a moped or scooter will require a state license plate and a driver’s license. Previously, this rule was supposed to take effect on March 1, but the deadline was extended. Starting October 1, any moped or scooter must be registered with the state, have a license plate, and the driver must hold a category “A” license.
Changes in obtaining special license plates
As of this date, auctions for “special number plates” will be canceled. Instead, they will be issued for a single fixed fee. The amount will be determined by the state enterprise “Uzavtomotobelgi.” From January 1, 2026, the process will be simplified further: citizens will be able to select any combination of letters and numbers online from an open database.
Program “Football field in every neighborhood”
According to the presidential decree, a program to build football fields in neighborhoods will be launched. Vacant land plots will be put up for electronic auction, and stadiums will be built on them. These sites cannot be repurposed for at least 10 years. This initiative aims to popularize sports among young people and improve infrastructure.
Creation of the Academy of Fair Justice
Based on the Higher School of Judges, a new academy will be established. Candidates for judicial positions will take 6-month training courses. The courses will be funded by government grants, trainees will receive stipends, and those who successfully complete the courses will be eligible to participate in judicial position competitions.
“Single window” system for goods
All permits and certificates required for importing, exporting, and transiting goods will now be processed exclusively through the customs “Single Window” system. This will reduce bureaucracy for entrepreneurs.
Subsidies and grants via social cards
Subsidies and grants provided to citizens will gradually be distributed through special social cards. This will ensure that funds are used for their intended purposes.
Mandatory “Green Certificate”
Enterprises whose production processes fall under environmental impact categories I and II will be required to obtain a “Green Certificate.” For enterprises that sign contracts before July 2026, certification will be provided free of charge.
