In Uzbekistan, a new procedure is expected to be introduced to ensure the effective organization of the local government system, reduce redundant structures, and increase transparency of activities. A draft Presidential Decree has been prepared and submitted for public discussion. This was reported by UzA news agency.
According to the draft, by the end of 2026, a new system of local administration will be introduced in 32 districts and cities across the country. As part of this new approach, several ministries and agencies will be integrated into the structure of local administrations.
In particular, the following institutions will be transferred to the district and city administrations:
• Ministry of Economy and Finance;
• Ministry of Investments, Industry and Trade;
• Ministry of Agriculture;
• Ministry of Poverty Reduction and Employment;
• Ministry of Construction and Housing and Communal Services;
• Ministry of Ecology, Environmental Protection and Climate Change;
• Ministry of Culture;
• Committee on Family and Women’s Affairs;
• Youth Affairs Agency.
At the same time, the number of positions in local administrations is also planned to be reduced. Currently, each district and city governor has 6 deputies, but under the new system their number will be set at 4. This is intended to increase responsibility and accountability on one hand, and reduce excessive bureaucracy on the other.
Experts note that reforming the structure of local administrations will simplify citizens’ interactions with state bodies and accelerate decision-making processes. At the same time, this step will also help reduce the risk of corruption.
It is expected that the final approval and implementation of the document will raise the performance of local administrations to a qualitatively new level.
