Uzbekistan-2030: appeals, judicial reform and a new blow to cybercrime

In the draft Strategy "Uzbekistan-2030," further strengthening dialogue with the people, listening to people's concerns on the spot, and improving the system for prompt problem-solving are defined as priority tasks. One of the most important goals is to satisfy at least 80 percent of appeals at the local level. That is, the citizen's problem should be solved on the spot, without "going upstairs."

The draft also specifically addresses the issue of further supporting the activities of civil society and mass media. The goal is to turn Uzbekistan into a hub for the development of civil society. In this direction, it is planned to bring the number of non-governmental non-profit organizations participating in state programs to at least 80. This means an increase in public initiatives, social projects, and mechanisms to help the population.

In the judicial and legal sphere, the principle is clear: the supremacy of the Constitution and law, reliable protection of human rights and freedoms should become the main criterion of reforms. In particular, it is planned to reduce the practice of sentencing to imprisonment from 30 to 20 percent. This is an important signal aimed at strengthening the criteria of both proportionality and justice in punishment.

Another innovation is the goal of increasing the possibility of remote implementation of certain procedural actions in the work of courts and investigative bodies by at least 50 percent. If this practice expands, excessive paperwork will decrease, citizens' time will be saved, and efficiency and transparency in paperwork will increase.

Specific indicators have also been set for combating crime. The draft strategy aims to reduce the share of cybercrime in total crime to 43%. It is also planned to reduce preventable crimes committed by young people by at least 4 percent, and preventable crimes committed by women by at least 5 percent.

The general picture is as follows: the "Uzbekistan-2030" project is aimed not only at "hearing the problem," but also at solving it on the spot, strengthening justice and human rights in court, and strengthening concrete measures against modern threats - cybercrime. Now the main thing is that the figures do not remain on paper, that people feel this change in life, both in the mahalla, in the courts, and in the digital space.
