The new rules introduced on March 1 will change many spheres of life

From March 1, 2026, new procedures in a number of important areas of legislation and practice came into force in Uzbekistan. These changes have encompassed a wide range of areas, from digitalization to business, customs, notary, social protection, ecology, and tourism. According to local publications, the changes that came into force at the beginning of March are aimed at simplifying certain services for citizens, simplifying procedures for entrepreneurs, and strengthening state control.

One of the most noticeable innovations is the further expansion of the range of digital services. Now citizens will have the opportunity to edit information about their place of residence and information about persons registered in their residential premises through the Single Portal of Interactive Public Services. In addition, such procedures are being introduced as the automatic sending of a certificate with a QR code on the registration of a death to the personal account of close relatives, the equalization of a document with a QR code with an official certificate, obtaining certain court information online, and the identification and sale of tickets to football matches using a QR code. These changes are expected to bring public services one step closer from bureaucracy to digital convenience.

A new requirement has also emerged for foreign citizens. Now there is a system that determines the level of knowledge of the Uzbek language based on CEFR standards and issues official certificates for A1, A2, and B1 levels. This document is accepted as official confirmation of the level of knowledge of the state language. That is, for foreigners entering the legal and social environment of Uzbekistan, the issue of language is being linked to more formal and specific criteria.

A number of practical innovations have also entered into force in the business sphere. These include the launch of the "Business Partner" project based on the "single window" principle, a new format of dialogue between heads of state bodies and entrepreneurs, updating the rules for filling vacant positions in the civil service, and the possibility of conducting a voluntary preliminary assessment of compliance with the requirements before submitting documents in the "License" system. These changes are aimed at making the process more understandable for the entrepreneur and more orderly for the state.

Certain benefits are also provided for young entrepreneurs and the self-employed. In particular, a mechanism for compensating the costs of connecting to infrastructure is being introduced. Self-employed taxi drivers operating in electric vehicles will receive a 10% social tax discount and the opportunity to use state parking for up to 30 minutes free of charge. This will contribute to the promotion of "green" transport and support for small businesses.

Updated procedures have also begun to apply in customs and public procurement. For preliminary declaration of goods before their arrival, the customs clearance fee is reduced by 20%, and for payment delays of up to 14 days, no interest is charged. It is planned to launch an electronic module on the public procurement portal that calculates the average market price based on artificial intelligence. These decisions aim to ease the burden on businesses and increase price transparency in public procurement.

In the construction industry, control is becoming stricter. An electronic registry will be formed for manufacturers and suppliers of construction materials not recognized as safe. Companies included in this list cannot participate in public procurement. At the same time, the Uzbekkosmos Agency will begin constant monitoring of construction sites in the regions. Such practices as online monitoring of the seismic resistance of bridges and tunnels, analysis of the condition of buildings using artificial intelligence, and forecasting of seismically hazardous areas are also being introduced. Local publications have previously reported on some changes in this area.

Innovations in the field of notary and the judiciary are also important. Now notaries will have the right to issue writs of execution for unconditional claims for the recovery of arrears in rent, utility payments, and mandatory contributions in the amount of up to 1000 BRV. It is also prohibited to conduct forensic examinations by non-governmental organizations that are not registered as non-governmental non-profit organizations. This is seen as a step towards further strengthening responsibility and official status in legal processes.

New mechanisms with an emphasis on humanism have emerged in the social sphere. The "Mehrli oila" service will be launched in "Inson" centers for families with children in need of social protection. Within the framework of this service, parents are provided with free family therapy. Also, day care services will be established for patients under dispensary observation for dementia, Parkinson's disease, and Alzheimer's disease through the "Step to an Active Life" program. This news was highlighted by the local press.

Requirements in the field of ecology and intellectual property have also increased. Enterprises that have not installed background monitoring stations and have not connected them to the national environmental control system will pay compensation payments fivefold. Benefits for exemption from compensation for damage caused to nature may be established only by law. At the same time, violations related to intellectual property affect the "Business Sustainability Rating": fines lower the score, while registered trademarks, on the contrary, add a score.

Another innovation that directly affects practical life is the automatic blocking of sales of expired goods with digital marking. Cash registers will no longer be able to issue receipts for such expired goods. That is, in consumer safety, the automated filter works, not the human factor. Also, archival services will be accelerated, the deadlines for issuing certain certificates will be reduced, and subsidy mechanisms will be introduced for the best startups and hotels receiving "green" certificates in the tourism sector.

In short, these changes, which came into force on March 1, are not just paper norms. Some of them directly affect the daily life of citizens, others - the business environment, and still others - the system of state control and social protection. Now the main question is one: how quickly, transparently, and truly conveniently these innovations will become in practice. Time itself will answer this question.
