How to get an ID card: who should apply, when and how?

In Uzbekistan, the ID card (passport) is one of the main documents proving identity. The process of obtaining or replacing it is simple, but in some cases you need to pay attention to deadlines and requirements. Below we have gathered the most important rules related to issuing, reissuing, and replacing an ID card in one place.

When is an ID card issued and provided?

The ID card is produced and issued in the following situations:

  1. For a child (optional)
    At the request of a parent or guardian (custodian), an ID card may be issued for a child from birth until the age of 16.

  2. Upon turning 16
    When a citizen turns 16, obtaining an ID card becomes mandatory.

  3. Citizenship matters
    An ID card is issued when a person is admitted to the citizenship of the Republic of Uzbekistan or is recognized as a citizen of Uzbekistan.

  4. When it expires
    If the ID card’s validity period ends, you must obtain a new ID card.

  5. When personal data changes
    The ID card is updated if the following information changes:

  • surname, given name, patronymic;

  • ethnicity;

  • date of birth;

  • sex.

  1. If an error or technical defect is found
    If incorrect data entry, inaccuracy, an error, or a technical issue is detected in the ID card or its chip, this is grounds for replacement.

  2. If the ID card or chip becomes unusable
    If the document is damaged, unreadable, or the chip does not work, it is reissued.

  3. If seized as physical evidence
    If the ID card was seized as documentary evidence, it may later be returned/reissued in accordance with the установленный procedure.

  4. If lost
    If the ID card is lost, an application is submitted to obtain a new ID card.

Cases reviewed quickly during replacement

If the ID card is replaced due to changes in:

  • surname, given name, patronymic,

  • date of birth,

  • sex

or if inaccuracies/errors are found in the ID card/chip data, the citizen submits documents confirming the change to the data collection point. Based on this, the application is usually reviewed within one business day from the date the electronic request is created.

What to do if you lose your ID card?

If a citizen loses an ID card:

  • they apply to a data collection point convenient for them;

  • they submit a statement about the loss of the ID card;

  • a new ID card is issued in the prescribed manner within one business day from the date the application is received.

How is “ethnicity” recorded on the chip?

The “ethnicity” entry on the ID card chip is recorded as follows:

  • as a rule, it is recorded according to the parents’ ethnicity;

  • if the parents are of different ethnicities, when the ID card is issued for the first time, the citizen may choose to record the father’s or the mother’s ethnicity;

  • later, based on the citizen’s written application, the ethnicity entry may be changed only once—to the father’s or the mother’s ethnicity.

Application deadline: don’t miss one month

The rule is simple: if the ID card expires and the relevant age is reached, or if the citizen’s surname, given name, patronymic, year of birth, or ethnicity changes, you must apply for an ID card (replacement) within one month after the change.

In summary, the most important thing regarding an ID card is to correctly identify the reason, prepare supporting documents, and not delay. If your documents are in order, the process is often resolved quickly.
