
The plenary session of the Senate considered a law that provides for amendments and additions to the Code of Administrative Responsibility aimed at ensuring road safety and increasing the efficiency of public transport. This was reported by the Senate press service.
It was noted that the issue of traffic congestion in the country is becoming the most pressing problem for the population, especially in the capital. In the last 2-3 years, traffic congestion of 7-9 points has been observed daily in Tashkent, while at times this situation has increased to 10 points. This leads to nervous and conflicting situations on the roads, and passengers and drivers spend hours on end.
Therefore, in order to reduce traffic congestion on the roads and create convenience for the population, practical measures are being taken to give priority to public transport.
In particular, the number of buses in Tashkent has doubled in the last 2 years. As a result of the creation of separate lanes for them, the interval between buses has been reduced by 2 times. The number of passengers has increased by 2 times, reaching 1 million daily users.
However, it was noted that gaps in the legislation seriously reduce the efficiency of public transport, negatively affect the regularity of traffic and the free movement of public transport. Although separate lanes have been allocated for public transport on city roads and the movement of other vehicles is prohibited, they continue to move on these lanes.
The current legislation does not provide for liability measures for drivers of vehicles moving on lanes allocated for public transport.
At the same time, drivers are often observed driving vehicles on bicycle paths, sidewalks and green areas, which negatively affects the reliable provision of safety for road users in these areas.
Another factor that negatively affects the provision of road safety is the illegal installation of artificial barriers and roadblocks.
Citizens illegally install artificial barriers on the streets of their residential areas and block the road, thereby restricting traffic and obstructing the movement of emergency and special vehicles.
This law, which was developed to solve these problems, introduces a new Article 128-7 into the Code of Administrative Responsibility, establishing liability for violation of traffic rules on lanes allocated for public transport.
In particular, it is established that the movement of vehicles on a road with a separate lane for one-way vehicles will entail a fine of one time the base calculation amount, and if the same violation is committed repeatedly within a year after the imposition of an administrative penalty, it will entail a fine of three times the base calculation amount.
At the same time, the law provides for the renaming and disposition of the first part of Article 128 of the Code of Administrative Responsibility in a new edition.
In addition, the law also establishes liability for drivers driving vehicles on sidewalks, pedestrian and bicycle paths, green spaces, and for failure to comply with the requirements of road signs and other traffic rules.
