Malibu-2 case: Violations and open questions behind canceled fines (video)
In recent days, an incident involving a Malibu-2 car with the license plate 40 081 SBA has been widely discussed on social networks and in the media. According to reports, the driver of this vehicle committed over 100 traffic violations, 106 of which were classified as “committed out of urgent necessity” and thus the corresponding fines were canceled.

Another notable detail: reports claim that the car belongs to a company registered in the name of the regional traffic safety department chief’s spouse. This fact has raised serious questions in society about equality before the law and the impartiality of government agencies.

The regional internal affairs department’s press service issued an official statement: “Based on citizen O.A.’s application, the Fergana region internal affairs department’s public safety service conducted an internal investigation, as a result of which five DDBD officers were disciplined.” It was also stated that all fines for violations committed by the Malibu-2 vehicle were collected in accordance with the regulations.

However, the official statement left many important questions unanswered. For example: on what basis and by which authority were the fines canceled, who actually drove the vehicle, in whose name is it registered, and most importantly — do administrative department employees have the authority to declare “urgent necessity” without a court decision? These questions remain unresolved.

This situation is causing even more public concern about trust in state agencies, the rule of law, and justice. This case once again highlights the need for transparency and impartiality in society.
