Measures to optimize and regulate car prices in Uzbekistan will be considered.

A separate analysis of price differences between official and unofficial dealers and domestic car manufacturers in Uzbekistan is planned, Autodeklarant reports. As a result, it is planned to develop specific measures for price regulation and optimization. This initiative is also reflected in the decisions of the interdepartmental commission working in cooperation with the World Trade Organization (WTO).

Currently, an analysis of car prices among local manufacturers and dealers is being conducted. Based on the results of this analysis, specific proposals will be prepared for price optimization and regulation.

This issue was considered at a meeting of the interdepartmental commission chaired by Deputy Prime Minister Jamshid Khodjaev on September 2. This was announced on the Autodeklarant Telegram channel. The Agency for Technical Regulation ("Uzstandard") also confirmed the formality and validity of the document.

Testing processes in Pskent

According to the report of the Agency for Technical Regulation, the conformity of vehicles is currently being assessed in accordance with the technical regulations approved by the Resolution of the Cabinet of Ministers No. 237 of April 25, 2017. It defines 62 indicators for confirming the type of vehicle. But in Uzbekistan, only 25 of them can be tested, and the rest were adopted by the republic in 2018 and recognized in accordance with the 1958 Geneva Protocols.


From January 1, 2023, the requirement to sell newly imported cars only through official dealers has been canceled. As a result of this change, the indicators for assessing the conformity of cars imported for personal needs have been reduced from 62 to 14. And from November 1, 2024, the certification of this type of car will be carried out according to 14 mandatory indicators.


Tests for electromagnetic compatibility and the level of toxic substances in the cabin will be conducted at the test site in Pskent. Despite the introduction of electronic queues and a 24-hour laboratory operating mode, long queues arose because the field capacity could not handle the flow. This caused discontent among citizens. Later, the chairman of the Chamber of Commerce and Industry, Davron Vakhabov, noted that this procedure was introduced to protect local producers.

Results and numbers

In January-March of this year, car imports decreased from 22,186 units to 6,888 units, and the volume of deliveries fell from $488 million to $115.1 million. In 2024, 74,505 passenger cars worth $1.32 billion were imported.

As noted in the document, based on the new decisions, the requirement to conduct tests for electromagnetic compatibility and the level of toxic substances in the cabin for each car imported for personal use has been canceled. Also, the period for certifying the type of motor vehicle for legal entities has been extended from 3 to 5 years.

By October 1, the Agency "Uzstandard" has been instructed to submit proposals for attracting the private sector to create conformity assessment centers and improving the accreditation system. At the same time, a draft normative legal act will be prepared for amendments to the technical regulations.

The Committee for the Protection of Consumer Rights and the Ministry of Economy should analyze price differences between local producers and dealers and submit specific proposals for optimization to the Presidential Administration. In addition, quality control of imported cars will be strengthened, and the task of effectively responding to consumer appeals will be assigned.
