Why are alimony applications not being resolved

Last year, the Bureau of Compulsory Enforcement received approximately 70,000 complaints regarding alimony payments. While the agency actively works to recover these funds, officials noted that about 30 percent of cases remain unresolved because the payers lack official income or formal employment.

During a recent review, authorities criticized local governors for failing to adequately analyze the employment status of alimony payers. It was highlighted that if local administrations, employment departments, and neighborhood committees collaborated more effectively to provide vocational training and job placement, the number of alimony-related disputes could be reduced by half.

The government has also established a system to train citizens for high-paying jobs abroad through organized migration programs. However, individuals with outstanding alimony obligations currently face significant barriers to participating in these programs. Under existing regulations, they must either pay five years of alimony in advance or obtain written consent from the recipient before they are permitted to travel abroad.

In response to these findings, officials have been instructed to conduct a thorough study of the current regulations. They are expected to develop and submit proposals to refine the system, ensuring that alimony payers can secure stable income sources while fulfilling their financial responsibilities to their families.
