
Starting January 1, 2026, Uzbekistan will introduce a new category called "Best Taxpaying Neighborhood." This initiative is aimed at encouraging residents and local communities to pay taxes actively and support small businesses.
Winners will be determined based on several criteria: the number of small businesses per 1,000 people, the total amount of taxes paid by these businesses, the number of individuals paying income taxes, self-employed citizens and the taxes they pay, as well as the level of full payment of property and land taxes by the neighborhood's residents. Winning neighborhoods will receive various forms of support.
They will be allowed to participate in initiative budget projects without any restrictions, even if they have won previously. If residents cover at least 25 percent of the project’s value, the remaining 75 percent will be allocated from the state budget.
Every year, each neighborhood ranking among the top 100 will receive 2 billion soums from the state budget to address social and economic issues, including beautification, infrastructure support, or improving living conditions in the area.
