Powers of Governors and Council Leaders to Be Separated

President of Uzbekistan Shavkat Mirziyoyev, in his address marking Constitution Day, announced plans for the future separation of powers between governors and leaders of local representative bodies. Speaking on the occasion of Constitution Day, Mirziyoyev emphasized that the Constitution is increasingly evolving from a formal declaration into a tool for genuine institutional changes.

Starting January 1, 2026, as part of deepening constitutional reforms and strengthening people’s governance, the powers of governors and council chairpersons in districts and cities will be separated. The head of state noted that this measure aligns with constitutional principles, particularly the principle that the people are the sole source of state power.

This step was also evaluated as a move toward strengthening representative democracy and the rule of law. The address additionally covered the activities of local councils.

During the reporting period, more than 25,000 issues were reviewed by the councils, and approximately 14,000 deputy inquiries were sent to officials. A specific portion of the address was dedicated to achievements in the social and humanitarian spheres.

The President announced that the poverty rate had been reduced to 6.6%, and over 1 million citizens had been lifted out of poverty. He emphasized that the protection of human dignity is central to the ongoing policies.

Furthermore, Mirziyoyev highlighted the international recognition of Uzbekistan’s reforms, noting the improvement in the country’s position in the Sustainable Development Goals Index, the rise in sovereign credit ratings, and the hosting of the UNESCO General Conference in Samarkand.

In conclusion, the President underscored that turning every provision of the Constitution into a practical guideline for the activities of state bodies and educating youth based on constitutional values will remain among the key priorities.
