In 2025, corruption cases increased: khokimiyats are ahead...

On February 6, at a meeting of the Public Council held at the Anti-Corruption Agency, the statistics of corruption crimes in 2025 and their share by sector were disclosed. The cited figures show that the situation is not "on paper," but in practice.
It was reported that a total of 5,222 crimes were committed by 6,373 individuals during the past year. For comparison: in 2024, this figure was 5,716. Consequently, the dynamics have not significantly decreased.
By region, corruption cases have increased in Fergana and Surkhandarya regions. At the same time, a decrease was noted in Khorezm region, Kashkadarya region, Tashkent region, and Samarkand region. That is, the "hot spots" on the map have changed, but the problem has not disappeared by itself.
The Ministry of Preschool and School Education, the Ministry of Health, and local authorities were cited as the most corrupt organizations. Because there is a lot of money, decisions, and "signatures" in these areas, the risk is also high - statistics indicate this.
At the meeting, it was noted that 12 khokims were held accountable for corruption crimes at the district and city levels. It was also noted that crimes occurred in more than 300 local khokimiyats, and a large part of them - more than 80-90 percent - were related to the activities of khokim's assistants.
Burkhanov also expressed a clear position on this topic: according to him, the presence of a large "human factor" in the processes of providing subsidies and preferential loans increased the corruption risk. For this reason, it was noted that measures are being taken to transition decision-making to a more collegial format, to make it transparent through the mahalla "seven," and most importantly, to drastically reduce dependence on the hokim's assistant through digitalization. In his opinion, a significant decrease in the share of corruption crimes related to assistants to khokims is expected in 2026.
As additional information, the regions with the highest number of corruption crimes in the context of khokimiyats were also mentioned: Tashkent city - 612, Tashkent region - 584, Fergana region - 455.
The conclusion is this: the numbers are hard, but the direction is clear - the more "manual" the process, the greater the risk. If digitalization and collective decision-making truly work in 2026, "favorable corridors" for corruption will shrink. In short, if the system is governed by rules, not people - results will come faster.
