Presidential Decree: Starting from 2027, benefits will be provided for water-saving technologies

The water issue is no longer a topic of "we will use it if we have it" - the state is openly saying: whoever saves will be supported; whoever is neglected will pay more. In this spirit, the Presidential Decree "On Additional Measures to Increase the Efficiency of Water Resource Use" (PP-47, 05.02.2026) was adopted.
According to the decree, the procedure for state support for the introduction of water-saving technologies in agriculture has been "reassembled" with specific mechanisms. The most important aspect is that, starting from 2027, the level of water availability of the region will become the main criterion in terms of taxes and subsidies.
How will taxes and subsidies change from 2027?
1) In regions where water is not "stable" - privileges are strengthened.
If water-saving technologies are implemented on irrigated land in an area with unstable water supply, the allocated subsidies are calculated with an increasing coefficient of 1.25. That is, simply put: if you start saving where water is difficult, the state will give you a "plus."
2) Water in "stable" areas - negligence is expensive.
If water-saving technologies are not implemented on irrigated land in a region with stable water supply, the tax rate for the use of water resources is applied at a doubled rate. That is, if you stick to the old saying "there's water," it hits not from the side - it hits directly from the pocket.
Smart water meters will be mandatory
There is another strict rule in the decree: from 2027
- to the water intake part of rice fields,
- on the inlet and outlet parts of land plots on which a fish farm has been created
it is mandatory for entrepreneurs to install "smart" water metering and metering devices at their own expense.
If these devices are not installed - the tax rate for the use of water resources will be calculated again at a doubled rate. The excuse "I didn't install it" won't work here, because the punishment is automatic: no meter - double tax.
Conclusion
The essence of this decision is simple: water is both an economy and security. That's why the state is imposing a strict rule starting from 2027: if you choose to save - it's an incentive; if you stick to the old habit - it's expensive.
Now the right thing to do is for farmers and entrepreneurs, instead of saying "we'll see this change later," to calculate now and include the issue of technology and metering devices in their plans. The one who saves water wins - this time it's not just in words, but also in taxes.
