Pre-school groups will be the first stage of compulsory education

In Uzbekistan, the system of preparing preschool children for school is being fundamentally reformed. According to a new presidential decree, the one-year preparatory stage for school is now recognized as an integral part of compulsory general secondary education. These changes are aimed at increasing the intellectual potential of children and raising the quality of education to a new level.

"Yangi avlod" kindergartens and education through games

In the new system, the educational process will gradually transition from dry lectures to game-based methods.

  • Innovative network: A network of preschool educational organizations "Yangi avlod" will be created in our country. Within its structure, the Children's Development Innovation Center will operate.
  • Location: Preparatory groups can be organized not only in kindergartens, but also in schools and other social facilities. The private sector was also allowed to open such groups.

Electronic Certificate and Teacher Quality

Starting from the 2027-2028 academic year, only specialists with higher education or graduating students will be required to teach in this system.

  • State-standard document: Children who have completed a one-year preparatory course are issued a special electronic certificate. This information will later be reflected in the school certificate.
  • Financial incentives: Employees of "Yangi avlod" kindergartens will receive a monthly bonus of 20 percent.

Training of pedagogical personnel and benefits for entrepreneurs

To ensure the quality of education, universities will begin training personnel in preschool and primary education based on international standards.

  • Dual education: A dual form of education will be introduced for educators with secondary specialized education, allowing them to obtain a bachelor's degree on a contract basis.
  • Convenience for business: From April 1, 2026, entrepreneurs who invest in the field of preschool education in districts with low preschool coverage will be provided with a number of tax and other benefits.

These historic reforms lay the foundation for our children to take their first steps to school with knowledge and confidence.
