What problems are Uzbek citizens most frequently reporting?

The People's Reception Office of the President of Uzbekistan has presented statistical data on appeals received from citizens in the first quarter of 2026. These figures show which issues are troubling the population the most, in which sectors problems are accumulating, and what solutions people are expecting from state agencies.
According to the data, the highest number of appeals in the first three months of this year related to social protection. 50,500 appeals were recorded in this area. This means that issues of pensions, financial aid, support for low-income families, benefits, and social services remain among the most sensitive topics for the population.
Law and order ranks second, with 47,800 appeals received. It is evident that citizens are actively reaching out regarding the activities of law enforcement agencies, the restoration of justice, legal protection, administrative issues, and security-related problems.
The housing and utilities sector is also among the areas with the most complaints, with 28,500 appeals recorded. This means that issues related to water, electricity, gas, heating, maintenance of apartment buildings, and communal infrastructure directly affect people's daily lives.
17,200 appeals were received regarding the activities of state bodies and local administrations (hokimliks). This figure shows that citizens are still waiting for solutions regarding the work of local agencies, reception processes, the execution of decisions, and bureaucratic barriers.
15,000 appeals were recorded in the banking, finance, and tax sectors. The main reasons here likely include loans, payments, debt, tax burdens, financial services, and disputes involving banks.
12,900 appeals were submitted regarding the medical sector. Citizens likely raised issues related to the quality of medical services, medicine, access to treatment, conditions in hospitals, and access to specialists.
6,100 appeals were recorded regarding the judicial system and 4,600 regarding the education sector. Although these figures are relatively lower, these areas also play an important role in the lives of the population.
By region, the highest number of appeals came from Tashkent city, with 25,883 appeals. Next are the Samarkand region with 19,248 appeals and the Tashkent region with approximately 19,000.
Experts explain the high number of appeals in Tashkent by population density, the centralization of agencies and services, and the greater accumulation of administrative problems. The capital has a large population and high demand, making problems more visible.
The fewest appeals were recorded in the Sirdaryo region and the Republic of Karakalpakstan, with 8,499 and 9,857 appeals respectively.
In general, this statistics show that the most important issues for citizens are concentrated around social protection, law and order, and public utilities. Behind every number in these areas is a specific person, family, and a problem waiting for a solution.
Now the main task is to treat appeals not just as report numbers, but as signals indicating systemic problems. Because if the people are appealing, it means they believe in a solution. Justifying this trust remains one of the greatest challenges for state agencies.
