
In the city of Tashkent, as a result of operational and preventive actions carried out during June against persons engaged in begging, about three hundred individuals were identified and appropriate measures were taken. This was reported by the city Department of Internal Affairs.
According to the data, for 70 of them, an administrative arrest was imposed based on the article “Engagement in begging” of the Code of Administrative Responsibility, 47 were subjected to administrative fines. Preventive talks were held with 68 individuals, and a warning was issued by the court. 44 minors were sent to the Center for Social and Legal Assistance to Minors. 15 individuals, due to lack of identification documents, were sent to the Rehabilitation Center, and for 2 individuals, a criminal case was initiated under the article “Engagement in begging” of the Criminal Code. Investigative work regarding the remaining individuals is still ongoing.
According to the figures, in the first half of 2025, 1880 individuals who had made begging their profession were identified.
According to the implemented rules, for such an offense, a fine of up to 3 times the BCU (1 million 125 thousand soms) or administrative arrest for up to 15 days may be imposed.
Involving minors, elderly people, persons with mental disorders or disabilities, as well as other persons in begging, or forcing such persons to beg by making them consume alcoholic beverages, narcotics, or other substances affecting consciousness, is punishable by a fine of up to 10 times the BCU (3 million 750 thousand soms) or administrative arrest for up to 15 days.
If such an act is committed after administrative punishment has been applied, criminal liability arises, and the person may be sentenced to up to 5 years of imprisonment. Read 'Zamin' on Telegram!
