
The Ministry of Justice of Uzbekistan has registered an order introducing new rules for evaluating educational programs in vocational education institutions. This document came into force on December 1, 2025.
A total of 163 indicators have been approved, divided into six directions across 31 criteria. These include mandatory and general indicators.
Mandatory indicators include specific work plans of the responsible department and the availability of classrooms. General indicators encompass the use of modern literature, conducting surveys among students, and the existence of sports infrastructure.
Each indicator is evaluated based on the principle of "complies" or "does not comply." If less than half of the criteria for a standard are met, it is graded as "does not comply."
If 50% to 60% of the criteria are met, it is marked as "partially complies," and if more than 60% are met, the standard is considered "complies." Additionally, an important condition applies: if any mandatory indicator is graded as "does not comply," the entire criterion is automatically rated as "does not comply," regardless of other results.
