According to the results of the GovTech Maturity Index 2025 prepared by the World Bank, Uzbekistan has been included in Group A, which comprises countries with the highest level of development in government digital technologies. This index determines the stage of digital transformation in the public sector, categorizing countries into groups based on their level of GovTech development rather than assigning traditional rankings.
It has been reported that in 2025, a total of 80 countries—41% of the 197 countries participating in this study—were included in Group A. Uzbekistan's position in this prestigious group is a clear outcome of the consistent reforms and systematic approach implemented in recent years to digitize public administration.
Notably, Uzbekistan ranked alongside traditional leaders in digital public services such as South Korea, Australia, Canada, Japan, and the European Union in the 2025 results. This highlights a significant enhancement in Uzbekistan's status on the international stage.
The GovTech Maturity Index evaluates countries across four key areas, including the establishment and development of core government digital systems, the scope and quality of online public services, the level of citizens' digital engagement, as well as the institutional and technological environment necessary for digital transformation.
The World Bank report emphasizes that progress in GovTech is not uniform across the globe. However, countries that approach the digitization of their public sector with clear strategies and consistent policies are concentrated in the higher-level groups.
Uzbekistan’s inclusion in Group A signifies a shift in the country’s public administration from traditional methods to a modern, efficient, and citizen-focused digital model. This lays a solid foundation for making public services more transparent, swift, and convenient in the future.
