On September 11, President Shavkat Mirziyoyev got acquainted with the presentation of proposals aimed at effectively organizing the population and agricultural registration processes.
In determining the country's long-term development directions, it is of great importance to assess the demographic and socio-economic indicators of the population, living conditions and level of well-being, as well as the state of agriculture through accurate data. Therefore, the registration process has been identified as one of the main priorities.
It is worth recalling that the last national registration in our country was held in 1989. In recent years, important reforms have been implemented in this direction. In particular, the law "On Population Registration" was adopted. According to it, it was determined that the population will be registered every 10 years, and agriculture at least every 5 years.
A pilot registration of the population was conducted in 2021, and in 2022 in the agricultural sector. However, the process was postponed due to the need to establish the necessary conditions and study international experience to organize a full-scale event.
The proposal presented a new method developed with the support of the World Bank, UNFPA and FAO. According to it, the population and agricultural census will be conducted from January 15 to February 28, 2026. The first 17 days will be conducted online, and the next month will be conducted door-to-door with the help of "neighborhood sevens".
This will significantly reduce costs, saving approximately 1.3 trillion soums, it was reported. At the same time, the processes will be simplified and transparent. The number of questions will be reduced from the previous 328 to 71.
As a result, based on the recommendations of the Conference of European Statisticians, a single database will be formed on the structure of the country's population (more than 38 million), migration processes, family status, sources of income and types of activities.
In the agricultural sector, accurate data on the state of land use, the number of livestock and poultry will be collected. This will serve as an important source of increasing the efficiency of the 25.6 trillion soums allocated to agriculture, including 2.2 trillion soums of budget resources, and ensuring food security.
To effectively organize the processes, "neighborhood sevens" will be trained and encouraged based on special training programs. The project will be financed with the support of the World Bank. In addition, extensive propaganda work will be launched through the media and social networks to inform the population.
President Shavkat Mirziyoyev approved the submitted plan and gave relevant instructions on the systematic, high-quality and effective implementation of population and agricultural registration measures.
