The Minister of Culture, Ozodbek Nazarbekov, on March 12 in Andijan participated in the “Minister and Youth Meeting” wearing expensive designer shoes. This can be seen in videos published on the official pages of the ministry.
According to the Ministry of Culture, about 300 young people attended the event. Notably, the minister wore Hermes shoes, costing $1200 in Europe and the USA. This contradicts the Cabinet of Ministers' decision of October 14, 2022, “On additional measures to ensure compliance with civil servants' ethics rules.”
Clause 6 of the decision states that the appearance of a civil servant must correspond to working conditions and service type, demonstrate respect to citizens, match the general work style, and show formality, objectivity, modesty, and discipline. In other words, a civil servant's appearance should be modest.
According to Hermes official website, the “Bouncing sneakers” worn by Ozodbek Nazarbekov sell for around $1275 in the USA, 895 euros in Europe, 970 pounds sterling in the UK, and approximately 15 million soms in Asian countries. In Uzbekistan, imported goods over $1000 are taxed at 30%, so the price for local buyers reaches about $1500.
For reference: The decree of President Shavkat Mirziyoyev dated July 6, 2021, introduces mandatory declaration of income and property for civil servants and heads of organizations with more than 50% state participation, including family members. However, the law on declaration of income and property has not yet been adopted.
