
An important step has been taken in Uzbekistan to fundamentally reform the vocational education system and develop it in accordance with modern requirements. In accordance with the Presidential Decree "On Measures to Increase the Effectiveness of Management in the Vocational Education System," the Vocational Education Agency was established under the Ministry of Higher Education, Science and Innovation. This new structure aims to consolidate the activities of technical schools in the country into a single management system and establish a systematic approach to training qualified personnel.
Among the main tasks of the Agency are defined:
- coordination of the work of technical schools and management of the educational process;
- determination of the content of professional education programs, qualification levels, and training periods;
- updating the criteria for assessing the knowledge of graduates and introducing uniform requirements for educational and methodological support.
The Agency, in cooperation with the Ministry of Employment and Poverty Reduction, will also carry out vocational training for citizens not covered by the "voucher" system. This will ensure the training of specialists lacking in the labor market.
In addition, in cooperation with the Migration Agency, programs will be launched to train citizens in modern professions and foreign languages based on the needs of foreign employers.
According to the decree, from January 1, 2027, a diploma or certificate corresponding to the National Qualification Framework will be required for employment in all sectors of the economy. This will serve to increase the share of personnel with specific competencies in the labor market.
State vocational educational institutions will also be given the opportunity to set the cost of education in accordance with market conditions and attract experienced specialists directly to work on a contractual basis.
One of the important aspects of the new system is the creation of regional councils of entrepreneurs. They strengthen cooperation between business, the state, and the education sector, contributing to the development of professional programs that meet local needs.
Experts note that as a result of these reforms, a system for training personnel fully compliant with the needs of sustainable management, unified standards, and the labor market will be established in the vocational education system. This will become an important factor in increasing employment and ensuring the country's economic growth.
