New changes in Uzbekistan starting December 1

Starting from December 1, a number of new regulations will come into effect in Uzbekistan. Below are the key aspects of these changes:

1. A special “Tolling Operations” module will be introduced. This module will make customs cargo declarations faster and easier to process.

2. With Uzbekistan’s accession to the Aarhus Convention, an open database for environmental monitoring will be launched.

This database will host information on tree planting, waste recycling, violations, and other environmental data.

3. Starting December 1, 2025, the sale of AI-80 gasoline will be discontinued. This measure is aimed at transitioning to environmentally friendly fuels and improving air quality.

The process will be supervised by the Inspectorate for Control over the Use of Oil Products and Gas and the Ecology Committee.

4. Citizens will no longer be required to provide medical examination results to register marriages at civil registration offices (ZAGS). The requirement to submit a court decision for divorce registration has also been abolished.

5. Entrepreneurs will be offered extended guarantees and sureties for projects of up to 10 billion som.

Additionally, the credit limit for entrepreneurs with a good credit history will be increased by 1.5 times.

6. A new digital system will be introduced to foster collaboration among “Consumers — Entrepreneurs — NGOs — Government Authorities.”

7. Accelerogram databases will be utilized in construction projects. These databases will include data reflecting seismic effects, as well as maps of micro-zoning and active tectonic faults.

8. Workers in the tourism sector will undergo retraining and professional development under contracts.

Every year, 100 talented specialists from World Tourism Organization member countries will receive special grants.

9. By December 1, 2025, small family-type homes for adults in need of assistance will be established under social service centers.

10. Additional training sessions will be organized across all regions to prepare unlicensed teachers. Highly qualified specialists will be involved to help with preparations for national and international exams.

11. The National Committee on Ecology and Climate Change has mandated all industrial enterprises to reduce harmful emissions into the atmosphere by half.

Enterprises will be required to install automated monitoring stations, modernize gas, water, and dust purification equipment, and establish observation points. If these requirements are not met, compensation fees will increase fivefold, and enterprises may face administrative or criminal liability.
