In "Uzbekistan-2030," local councils and khokimiyats will be fully digitized

The draft Strategy "Uzbekistan-2030" defines important tasks aimed at increasing the effectiveness and responsibility of local representative bodies of state power - local councils, transforming them into the main institution representing the interests of the population.
In accordance with the draft, within the framework of paragraph 364, a plan is envisaged to improve 5 legislative acts aimed at increasing the effectiveness of local councils. This is aimed at further strengthening the powers of representative bodies, control mechanisms, and the effectiveness of dialogue with the public.
Also, paragraph 365 sets the task of fully - 100% digitalization of the work of local representative bodies. This includes making decision-making, discussion, control and analytical processes more transparent and operational, and expanding the open information environment for the population.
The project identifies the renewal and transformation of the activities of local executive bodies as a priority. In particular, it is planned to establish territorial administration based on the principle of "serving the interests of the population."
In particular, according to paragraph 366, it is planned to increase the share of preparation and adoption of documents adopted by the khokim and his deputies - decisions of collegial bodies, conclusions, acts, protocols - through the electronic system E-qaror to 100%. It is expected that this will serve to completely transfer document flow to electronic form, reduce excessive paperwork, and simplify the processes.
In addition, within the framework of paragraph 367, the issue of transferring about 50 functions and powers performed annually at the republican level to local executive authorities is also included in the plan. The goal is to bring decision-making closer to the population and expand opportunities for faster resolution of problems in the regions.
In point 368 of the draft, the task is set to bring the principle of "zero bureaucracy" to 100 percent when local executive bodies exercise powers affecting the interests of the population. This is aimed at simplifying the processes, reducing the number of required documents, and increasing the speed of service delivery.
Also, in accordance with paragraph 369, it is planned to introduce more than 20 electronic systems in the work of khokimiyats in such areas as socio-economic spheres, construction and energy, human resources, tax, customs, and employment. This will allow for the further strengthening of information exchange, analysis, and monitoring mechanisms in regional governance.
