The new resolution strengthens the comprehensive approach to housing construction

A new stage is beginning in the construction of apartment buildings in Uzbekistan. From March 1, 2026, to March 1, 2028, standard apartment buildings will be built based on the principles of integrated construction in 6 regions of the city of Tashkent, Samarkand, Kashkadarya, and Namangan regions. This initiative, in essence, looks like a new approach aimed not at building a simple building, but at shaping the residential area together with the surrounding infrastructure, environment, and transparent mechanisms. In general, it was officially announced that the construction of 140,000 apartment buildings is planned in the country in 2026.
The most important aspect here is the very concept of "complex construction." That is, now it's not just about building walls. With this approach, housing is built on the basis of a single plan, in harmony with utilities, access roads, a comfortable living environment, and other important factors. In this sense, this decision can be assessed as the next step towards strengthening order, quality, and transparency in the construction sector. Last week, issues of urbanization processes and improving the urban environment were also discussed at the presidential level.
The task of coordinating these processes is assigned to the National Committee for Urbanization and Sustainable Development of the Housing Market. This means that projects will be implemented not in a fragmented manner, but through a single management and control mechanism. Given the consistent adoption of systemic reforms in the construction sector in recent years, such centralized coordination can serve to reduce existing problems.
Another important point is that this initiative is related to the presidential decree "On measures to introduce comprehensive construction mechanisms and ensure transparency in the construction of apartment complexes."
In short, this innovation brings to the forefront the issue of "how correctly and systematically the construction is carried out," not "how many houses" in housing construction. If this mechanism actually works as expected, in the next two years, new residential areas in the selected areas may become not just new buildings, but more thoughtful and orderly spaces for living.
