Additional support introduced for marriages concluded after 21

In Uzbekistan, additional financial support mechanisms will be introduced to encourage marriage between persons who have reached the age of 21. These initiatives were noted on March 3 among new proposals to strengthen the protection of women’s and children’s rights and to prevent pressure and violence, which were reviewed by President Shavkat Mirziyoyev.
It is reported that issues of preventing early marriages, early childbirth, as well as cases of violence against women and children are constantly given attention as an important direction of strengthening the institution of the family and forming a healthy social environment in society. For this purpose, an interdepartmental council has been established and it has been поручено to develop practical proposals in a short time.
It is noted that 40 percent of marriages in Uzbekistan are concluded among persons aged 18–19. However, according to the recommendations of international organizations, the most optimal age for marriage is 21, as persons who have reached this age usually achieve financial independence and are fully prepared to establish a family. On this basis, the following initiatives have been put forward:
encouraging marriage between persons who have reached the age of 21 through additional financial support;
encouraging the conclusion of a marriage contract between those getting married by granting exemptions from state duty;
increasing the effectiveness of detecting early marriages by introducing a procedure to transfer 15 percent of the fine for violating marriage age legislation to persons who reported such a case;
establishing an interdepartmental notification chain to the internal affairs bodies and the “Inson” social services centers regarding cases of early marriage and pregnancy under 16 years of age, as well as establishing administrative liability for failure to report such cases;
preventing pregnant female students or students raising a child under 3 years of age from dropping out by providing them with the opportunity to continue their education.
The head of state approved the initiatives, signed the relevant decree and gave instructions to responsible officials to widely promote the new measures among the public.
