Tax relief for light industry: some entrepreneurs will receive benefits

It was determined that from 2026 to 2029, tax benefits and various concessions will be introduced for a number of enterprises and organizations operating in the light industry and related industries in Uzbekistan. At the same time, a mechanism for selling excess electricity generated using renewable energy sources will be gradually implemented.

In accordance with the relevant decree, from January 1, 2026, a system will be introduced for the sale of electricity produced using renewable energy source installations with a capacity of up to 5 MW in light industry enterprises in excess of the enterprise's needs. That is, the enterprise receives electricity for its own needs, and the surplus can be released to the market and turned into an additional source of income.

Benefits were also provided for another important link in the industry - cotton procurement points. From January 1, 2026, to January 1, 2028, taking into account the seasonality of the activities of these points, property and land taxes will be allowed to be paid at a rate reduced by 50%. This decision can be a relief, especially for out-of-season spending-suppressing points.

In addition, a number of major benefits will be in effect from January 1, 2026 to January 1, 2029. Specifically:

  • Exempt from VAT when selling to investors the property of textile and garment and knitwear enterprises on the balance sheets of commercial banks;
  • Investors who have acquired the property of similar enterprises on the balance sheets of banks are granted the right to pay property tax at a reduced rate of 50 percent for a period of 1 year, provided that the production activities of the enterprise are fully restored within 6 months;
  • Extension of benefits for profit tax, property tax, land tax, and turnover tax established for leather, footwear, and fur enterprises, as well as organizations engaged in slaughtering livestock and processing hides.

In short, the direction of the document is clear: to stimulate the growth of investments, the speedy restoration and expansion of production, without "burdening" the light industry with taxes. Moreover, if enterprises using "green" energy can sell excess electricity, this will both mitigate industrial costs and create new movement in the energy market.

Now the main question is how quickly these benefits work in practice and can enterprises turn them into a real result? Because benefits are beautiful on paper, but in industry, the result is visible only in the volume of production and jobs.
