Pennsylvania Governor Provides Update on Uzbek Driver

The Governor of Pennsylvania, Josh Shapiro, has issued a statement regarding the case involving an Uzbek citizen, Akhror Bozorov. It was revealed that despite being wanted in Uzbekistan for promoting jihad, Bozorov was able to obtain a commercial driver's license (CDL) in the state of Pennsylvania, United States.

According to Shapiro, Pennsylvania authorities utilized the federal Systematic Alien Verification for Entitlements (SAVE) database when issuing the license. However, because the database did not contain any information about Bozorov’s wanted status, there were no obstacles in issuing the document.

"The system we were required to use did not function properly. The state of Pennsylvania conducted all necessary checks, but critical information was missing from the federal database," said Shapiro.

Bozorov, 31, was arrested on November 9 in the state of Kansas while working as a truck driver. In Uzbekistan, he has been accused of disseminating online materials to recruit supporters and call for jihad.

A warrant for his arrest was issued in 2022 regarding these accusations. Following the incident, Pennsylvania authorities began revisiting the process of issuing commercial driver's licenses to foreign nationals.

Additionally, they called on federal agencies to upgrade and strengthen the system for sharing information.
