Social Registry: New clear rules for the payment of child benefits

In accordance with the decree of President Shavkat Mirziyoyev, a new, more precise and systematic procedure for the allocation of child benefits and material assistance to families included in the Social Register has been introduced. According to the new rules, payments will be automatically continued depending on the family's social status, re-evaluated within the established timeframe, or linked to the official employment of able-bodied members.

The main goal of the new system is the targeted delivery of state assistance to the truly needy, as well as stimulating families with the opportunity to work for official employment.

In accordance with the Decree, child benefits and material assistance are assigned to families in the Social Register in the following order:

Social services, including child benefits and material assistance, are paid to families in the "state-supported family" category without additional application, regardless of the family's employment status. The socio-economic status of these families will be reassessed 12 months after inclusion in the registry. In some cases, this assessment can be carried out through the information systems of the relevant ministries and agencies.

For those registered as "poor families", child benefits or material assistance are assigned for a period of 6 months. During this period, the official employment of able-bodied members is mandatory. If employment is ensured, payments will continue uninterrupted without additional requests. Otherwise, benefits and assistance will be suspended. At the same time, when a family applies again, this employment requirement is not applied for 6 months.

Families classified as "families at the poverty line" will receive child benefits or material assistance for 6 months. If the average monthly income per family member is between 1 and 1.25 times the minimum consumer spending, the payment amount is set at 75%. In cases where the income reaches from 1.25 to 1.5 times, the assistance will be reduced to 50%.

Thanks to these innovations, it is expected that the social support system will become more transparent, fair, and effective, and most importantly - it will be adapted to the real needs of the population.
