From 2026, 100,000 technical college students will receive scholarships

In his latest address to the Oliy Majlis and the people, President Shavkat Mirziyoyev unveiled a plan to fundamentally modernize the secondary specialized education system. The head of state stressed that young people should not merely obtain a profession, but stay one step ahead of competitors in the international labor market. This was reported by upl.uz.reports.

As the main “driver” of the reform, a program will be launched to overhaul technical colleges and re-equip them with modern facilities. Starting in 2026, the material and technical base of at least 100 technical colleges nationwide will be upgraded every year: this is not only about renovating buildings, but also about fully equipping classrooms with machinery and tools that meet industry and service-sector requirements.

Along with infrastructure, the content of education will also be strengthened. Under the plan, the number of technical colleges that incorporate advanced standards from Germany, Switzerland, the United Kingdom, China, and South Korea into their curricula will also be increased to 100. As a result, graduates will move closer to internationally recognized skills and qualifications.

A new model will also be introduced by region: from next year, in 7 regions of Uzbekistan, and by 2027 in all remaining areas, “advanced vocational excellence technical colleges” and “Towns of Professions” will begin operating. Advanced technical colleges will serve as methodological centers, sharing best practices with other educational institutions in the region, while “Towns of Professions” will help school students with early career guidance and choosing fields such as construction, agriculture, “green” energy, transport, and services.

The address placed special emphasis on the “education–business” linkage. To encourage employers involved in workforce training, it is planned to provide enterprises that implement the dual education model with preferential loans of up to 5 billion soums for a period of 7 years, and to add an extra 5 points to their entrepreneurship sustainability rating.

Tax incentives will also continue: if technical college graduates are employed by partner companies, the 1% social tax benefit for them will be extended for another three years.

Social support for students will also reach a new level. From 2026, 100,000 technical college students will be covered by scholarships—such a large-scale system has not existed in practice before. Higher payments will also be provided to those who achieve strong academic results and deeply master professional skills.

The dual education system (theory in the classroom, practice in the workplace) emerged in global practice in Germany as far back as the era of the craftsmen’s guild system, but its official legal basis was закрепed in 1969 in Germany through the Vocational Training Act (BBiG).
