Uzbekistan to reform Academy of Sciences to boost economic impact

Uzbekistan has approved new measures to improve the operations of the Academy of Sciences (AS). According to the Ministry of Justice, the reforms aim to increase the efficiency of scientific research and expand its practical impact on the economy. This was reported by kursiv.uz.reports.

The main focus of the reforms is to shift science to a performance-based model. Plans call for tripling the number of new scientific developments and significantly increasing revenues from their commercialization.

Updates are also planned in personnel policy: the share of young scientists is to be raised to 60%, and specialists working abroad are to be attracted into the national scientific system.

To establish sustainable cooperation between science and the economy, a Science and Industry Integration Council will be created. The council will work on developing mechanisms for introducing scientific developments into production.

From 2026, representatives of the Academy of Sciences will be involved as co-chairs of scientific and technical councils in the expert review of all scientific projects under state programs. This is expected to improve the quality of selecting and implementing research.

Starting next year, the Academy of Sciences fund will also begin operating. The fund’s resources will be directed to financing research, supporting young scientists, and developing priority areas in fundamental and applied science.

From April 1, 2026, a rating-based system for evaluating the performance of scientific institutions and individual performance indicators (KPIs) for researchers will be introduced. Foreign experts will also be involved in the evaluation process.
