On September 5, President Shavkat Mirziyoyev reviewed a presentation on measures to expand public services in the justice system.

Over the past eight years, about 70 laws and resolutions have been adopted to organize justice in a new way. More than 20 additional powers have been granted to bring the system closer to the population. 202 Public Service Centers have been built in the regions. Today, more than 500 public services are provided based on the "single window" principle. Information that was previously expected for hours and days is now being obtained in 5-10 minutes.

However, much remains to be done in this direction. The lack of electronic interaction between government agencies is causing bureaucratic obstacles. More than 200 public services are still provided using outdated methods. In remote areas, the population's ability to independently use services is limited.

In this regard, proposals for further increasing and simplifying public services were considered at the presentation.

According to the plan, the number of public services will reach 900 in the next three years. 80 services per year will be simplified based on the "3 steps" principle. 1,100 interactive kiosks will be installed in densely populated areas and remote neighborhoods.

The requirement to request 30 types of documents from citizens will be abolished. In particular, the results of medical examinations of persons entering into marriage in the Civil Registry Office, a document on the change of residence of reservists in the defense departments are not requested; this information is obtained online through information systems.

Today, notaries provide people with more than 80 types of services. However, the share of online services is very small - 11 percent.

The Head of State emphasized the need to improve the convenience of citizens through digitalization. In 2025-2027, it was decided to gradually transition 20 notarial acts to online registration.

Also, the requirement for the original identity document when providing notarial services will be abolished, and a procedure for verifying this through "FACE-ID" will be established.

The Khadicha Sulaymonova Republican Center for Forensic Expertise provides 64 types of expert services. But in the regions, there is not even half of this.

Therefore, the task was set to adopt a new approach to expertise, improve the material and technical base of regional expert centers, and thereby increase the number of types of expertise in them from 15 to 25.

When introducing new types of expertise, digital technologies and programs without the human factor are widely used. The exchange of documents between inquiry, investigation bodies, and expert institutions will be fully transferred to electronic form. New services will be introduced, such as 3D modeling of the accident scene, video and photo equipment expertise.

Proposals were approved to expand the activities of non-state forensic experts, to allow independent work with the opening of a separate bureau as a forensic expert, and to create the Chamber of Forensic Experts of Uzbekistan.

It is also important to improve people's legal literacy. For this purpose, on the basis of "Smart Promotion," targeted delivery of information about new documents to the population and entrepreneurs through electronic systems will be established. An internet page "Adliya TV" will be launched, which will interpret legislation in simple language with the participation of specialists.

The need to further enhance the initiative, responsibility, accountability, and authority of officials in the timely and high-quality implementation of reforms was emphasized. Therefore, bodies under ministries and agencies implementing a unified state policy in their field are also granted the authority to adopt departmental regulatory legal acts.

The procedure and timeframe for the adoption and state registration of such documents will be simplified. As a result, the average time for adopting departmental regulatory legal acts will be reduced by 2 times.

At the end of the presentation, decrees and resolutions on the implementation of these proposals were signed.
